In the article it was analyzed the actual problem of territorial asymmetry in socio-economic development’s aspect, which is common especially for Russia. The importance of this problem has been confirmed by the results obtained during the analysis of the current situation at the meso level via applying the author’s methodology for assessing asymmetry of municipalities’ development and methodology RAP. The author has concluded that the solution to this problem is possible provided the forming and implementing a three-tier investment policy promoting improvement of territories’ investment climate.
