From September 2006 till January 2011, I studied in the postgraduate course of the Ural State University of Economics (Yekaterinburg, Russia). Generally, I began to engage in scientific activities since 2005. In 2006, I began to conduct the dissertation research on the theme “Realization of the Adjustment Mechanism of the Regional Policy of Asymmetrically Developing Region”. The dissertation’s scientific novelty consisted in creation of the author’s methodology for assessing municipalities’ asymmetry in a region; revealing of economical and institutional asymmetry, as well as social and economic asymmetry of municipalities’ development; updating of the regional policy of asymmetrically developing region on the basis of the author’s mechanism of smoothing the unevenness in the territories’ developing.

The results of research have been used and approved by:

  • Government of the Omsk region in the implementation of Priority national projects;
  • Ministry of Economics of the Omsk region in the creation of Strategy for social and economic development of the Omsk region till 2020;
  • Ministry of Economics of the Omsk region in the formation of Program for social and economic development of the Omsk region on intermediate term (2006 – 2008);
  • Omsk State Technical University, Omsk Branch of the All-Russian State Distance-Learning Institute of Finance and Economics, Omsk Regional Institute in the development of courses by Economics and Management.

Moreover, the theoretical positions and practical conclusions of dissertation have been discussed and have received a positive estimation on International and Russian Conferences.

In June 2010, I defended my Ph.D. thesis. In January 2011, according to the decision of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, as well as by the decision of the Dissertation Council at the Ural State University of Economics, I have been granted with the Academic Degree of Doctor of Philosophy in Economics.
